A decorated Viet Nam veteran is given a wrongful discharge from the U.S. Army and after twenty years of red tape appeals, he's finally told that only a formal Act of Congress will make the Army reopen his case. He asks; but is turned down. (This much is true.) So, he sets out on a righteous crusade against the U.S. Congress over environmental and energy conservation issues; trying to convince them that energy conservation is the solution to the nation's economic woes. A dramatic hearing before a U.S. Congress committee ensues, pumped with emotional appeals and dynamic rhetoric. His only allies are the mysterious "People of the Night" ~ Les Nosferatu.
